The City of Sacramento has selected two organizations to implement its Street to Housing pilot program, aimed at transitioning individuals experiencing homelessness into stable housing. This initiative is part of the city’s efforts to address the growing issue of unsheltered homelessness in the region.

โ€œThe Streets to Housing program marks an important step in addressing unsheltered homelessness in Sacramento,โ€ said Ya-yin Isle, the Cityโ€™s Housing Manager. โ€œWe look forward to working with our newly selected partners to help individuals transition from encampments into stable housing.โ€

The pilot program, which is being managed by the Cityโ€™s Office of Innovation and Economic Development in collaboration with the Department of Community Response, will utilize State Encampment Resolution Funds to support its objectives.

With a budget of $5.85 million, the program employs a housing-first approach to assist 100 encampment households along the Sacramento Northern Parkway. Participants will benefit from up to 12 months of rental assistance, case management, and stabilization services aimed at promoting long-term housing stability.

Community HealthWorks (CoHeWo) has been tasked with providing landlord engagement and housing stabilization case management services. This includes securing housing units through incentives, facilitating lease agreements, and supporting landlords during the rental period. The total contract for CoHeWo amounts to $1,356,188.40, which includes $200,000 designated for landlord incentives.

Housing Connector will oversee the administration of rent for the program, managing rental subsidies and ensuring timely payments for security deposits and monthly rents to landlords. The contract for Housing Connector is set at $4.2 million, with $4 million allocated specifically for these rental subsidies and security deposits.

The Street to Housing pilot program is a crucial component of the Regionally Coordinated Homelessness Action Plan (RCHAP), a comprehensive effort designed to reduce homelessness, create expedited pathways to housing, ensure equitable access to services, and enhance transparency and accountability within the housing system.
