Occupation: Director of Policy and Communications

James Hackett-Little is a policy strategist, DEIA leader, and public relations adviser whose work sits at the intersection of equity, creativity, and civic engagement. With a decade of impact, he has helped pass three California state laws focused on entertainment rights, renewable energy, and college admissions equity. He has led Tier 1 DEIA research to address occupational barriers for communities of color and has advised city officials, nonprofits, and arts institutions on inclusive policy and communication. As Director of DEIA at Capitol Creative Alliance, and through leadership roles with Sacramento City Council and regional boards, Hackett-Little builds cross-sector coalitions to amplify underrepresented voices. Deeply committed to empowering Black communities, he envisions a Sacramento where culture, policy, and opportunity converge to foster lasting, equitable change.

My favorite hidden spot in Sacramento is Maestro Coffee in North Natomas. It’s more than just a coffee shop, it’s a friendly community place. It’s special because it’s the only Black woman-owned coffee shop in Natomas, and the owner is a disabled veteran. Maestro Coffee is also important to me because it was my first job as a barista. There, I met great people, made new friends, and reconnected with old ones. It’s a place where you feel welcome, enjoy good coffee, and have a good time — truly a local hidden gem.
